A video (link below) from inside the Clayton County Jail in Georgia has prompted a new investigation into Raymond Winn, who Clayton County Sheriff Levon Allen identified as a correctional officer at the time of the July 2024 incident and as a deputy by the time the video drew renewed public attention in 2026.
According to WSB-TV Channel 2 Atlanta, jail video appears to show a violent encounter in which a detention officer tossed an inmate to the ground inside the Clayton County Jail. Sheriff Allen told Channel 2 investigative reporter Mark Winne that the incident happened in 2024 and that an internal affairs investigation had already been completed.
The story did not end there. WSB-TV reported that after Winne forwarded Allen a social media post about the incident, the sheriff reviewed the matter and decided the original investigation was not sufficient. Allen then ordered a new investigation and said Winn would be suspended pending the outcome.
Allen reportedly said the earlier internal review claimed the inmate had been somewhere he was not supposed to be and resisted commands to return to the correct area. A man who identified himself as Winn told WSB-TV by phone that Allen’s description summed up what happened, that he could not comment further because of the investigation, and that he had nothing to hide.
Clayton County District Attorney Tasha Mosley told WSB-TV that she saw the video and was disturbed by it. Mosley said she sent the video to the U.S. Attorney’s Office and that her office had been working with federal authorities and the FBI on the matter. According to WSB-TV, a spokesperson said U.S. Attorney Theodore Hertzberg reviewed video of the alleged incident on social media, discussed it with Mosley, and referred the matter to the FBI for further investigation.
As of the WSB-TV report used for this story, this appears to be a developing investigation rather than a completed criminal case.
